I feel this is how it will play out. After the iOS 7 redesign, Apple has been more careful with software redesigns. With iOS 14, they once again began a redesign. I remember how they tested App Library on the iPhone first before debuting it on the iPad the following year.

The redesign will be incremental so that there is less backlash and will probably give them enough feedback or maybe allow the design to grow on the users.

I really like the Photos app redesign in iOS 18 despite all the hate. Lets see what happens with the camera app now.
